Presbyterian Healthcare Services Board of Directors

Consistent with our nonprofit, community-based mission, Presbyterian is accountable to a Board of Directors comprised of volunteers from a variety of New Mexico communities.

The Presbyterian Healthcare Services Board of Directors is charged with the oversight of the state's largest healthcare organization comprised of financing, physician, hospital and ambulatory healthcare services.

The Board assumes the fiduciary role for the organization and delegates the day-to-day management to a leadership team comprised of a Chief Executive Officer, subordinate officers, and other managers.

 

Katharine Winograd, PhD

Dr. Katharine Winograd was named the fifth president of Central New Mexico Community College (CNM) on July 1, 2007. She is the first female president of the college, which was established in 1965.  Dr. Winograd served CNM as vice president for planning and budget prior to being named president and has worked in higher education for more than 30 years holding previous positions at the University of New Mexico, the University of Louisville, and the Kentucky Council on Higher Education.

She earned her doctor of education degree in Educational Leadership from the University of New Mexico, her master’s degree in Higher Education Administration from the University of Louisville, and her bachelor’s degrees in Psychology and Therapeutic Recreation from Georgetown College.

Dr. Winograd serves on several community boards, including the United Way of Central New Mexico, the Greater Albuquerque Chamber of Commerce, the University of New Mexico Alumni Association, and the Wells Fargo Leadership Board.  She serves as chair of the PHS Board of Directors and chairs the Board's Executive Compensation Committee.
 

Brian Burnett 

Brian Burnett is president of Bohannan Huston and holds leadership roles in a variety of organizations and community service groups. He recently completed terms as chair for the boards of both Quality New Mexico and the Association of Commerce and Industry.  He also chairs several water committees such as Governor Bill Richardson’s Blue Ribbon Water Task Force.  Mr. Burnett was recently awarded the Distinguished Alumnus Award by Leadership New Mexico.

He received his bachelor’s degree in Civil Engineering and his master’s degree in Hydrology and Water Resources both from the University of New Mexico.  Mr. Burnett chairs the PHS Board Finance Committee.
 

Vickie Fisher, CPA

Vickie Fisher is the President and Chief Executive Officer of The International Cat Association, Inc.  She previously served as Deputy Chief Administrative Officer with the City of Albuquerque and has held executive positions in a legal firm and a national insurance company.  Other positions included Bernalillo County Manager and Cabinet Secretary for the New Mexico Taxation and Revenue Department.

Ms. Fisher received a bachelor’s degree in Business Administration from California State University and is a Certified Public Accountant.  She chairs the PHS Board Compliance and Audit Committee.

 

Jim Hinton

Jim Hinton has been with Presbyterian since 1983 and has the distinction of being New Mexico’s longest tenured healthcare CEO.  As President and CEO of Presbyterian Healthcare Services since July of 1995, Mr. Hinton has been recognized both locally and nationally for his exceptional leadership.

His most recent leadership accomplishments include chairmanships and board roles of the TriCore Reference Laboratories, Albuquerque Economic Development, Albuquerque Economic Forum, United Way of Central New Mexico, New Mexico First, Association of Commerce & Industry, and Acción New Mexico. Mr. Hinton is past chair of the Greater Albuquerque Chamber of Commerce and served on their board of directors for more than ten years.  He also serves on the Boards of Premier, Inc. and Healthcare Institute.

Mr. Hinton has served as chair of the Governor’s task force for health care reform and served on the Insure New Mexico Council.
 
Prior to joining Presbyterian, Mr. Hinton received his bachelor's degree in 1981 from the University of New Mexico and his master’s of Health Care Administration from Arizona State University in 1983.  He chairs the Presbyterian Health Plan Board of Directors.
 

George Isham, MD, MS

Dr. Isham is Senior Advisor to HealthPartners responsible for working with the board of directors and the senior management team on health and quality of care improvement for patients, members and the community. Dr. Isham is also Senior Policy Fellow, HealthPartners Research Foundation, and facilitates forward progress at the intersection of population health research and public policy. 
 
He is active nationally and currently co-chairs the National Quality Forum convened Measurement Application Partnership, chairs the National Committee for Quality Assurance’s (NCQA) Clinical Program Committee and is a member of NCQA’s committee on performance measurement. Dr. Isham is chair of the Institute of Medicine’s (IOM) Roundtable on Health Literacy and has chaired three studies in addition to serving on a number of IOM studies related to health and quality of care. In 2003, he was appointed as a lifetime National Associate of the National Academies of Science in recognition of his contributions to the work of the IOM. 
 
He is a former member of the Center for Disease Control and Prevention’s Task Force on Community Preventive Services and the Agency for Health Care Quality’s United States Preventive Services Task Force and currently serves on the advisory committee to the director of Centers for Disease Control and Prevention. 

Dr. Isham received his bachelor's degree in Zoology, master's degree in Preventive Medicine/Administrative Medicine from the University of Wisconsin Madison and his medicine degree from the University of Illinois.  He completed his internship and residency in Internal Medicine at the University of Wisconsin Hospital and Clinics in Madison, Wisconsin.  His practice experience as a general internist was with the United States Navy, at the Freeport Clinic in Freeport, Illinois, and as a clinical assistant professor of medicine at the University of Wisconsin Hospitals and Clinics in Madison, Wisconsin.

Charles Milligan was appointed deputy secretary for health care financing at the Maryland Department of Health in March 2011. In this role, he administers the state's Medicaid program and serves as the department's overall operational lead on health care reform efforts in areas that include the development of the Exchange in Maryland, workforce and delivery system capacity building, and payment reform.

From 2004 to 2011, Mr. Milligan was executive director of The Hilltop Institute at the University of Maryland, Baltimore County (UMBC). Mr. Milligan guided Hilltop's work with the Maryland Medicaid program, the New Mexico Medicaid program, Centers for Medicare & Medicaid Services, other state and local agencies, and private foundations. During his tenure at UMBC, Hilltop established a national reputation for objective and unbiased analysis of publicly funded health care systems, and served as the sole external consultant to the Congressional Medicaid Reform Task Force.

Before joining Hilltop, Mr. Milligan was vice president at The Lewin Group where he provided consulting services to 20 separate states primarily involving the Medicaid program, public purchasing pools, and performance measurement in publicly-financed health care. Prior to that, he was Medicaid and State Children's Health Insurance program director for the state of New Mexico and practiced health care law earlier in his career.

Mr. Milligan holds a juris doctor from Harvard Law School, a master's in Public Health from the University of California at Berkeley, and a bachelor's in Business Administration from the University of Notre Dame. 

Elaine Papafrangos, MD

Dr. Papafrangos has been a practicing family physician in Albuquerque since 1990.  She has been the lead physician at the Presbyterian Medical Group (PMG) clinic located at 3901 Atrisco and an experienced leader in PMG since 2001.

Currently, Dr. Papafrangos serves as the medical director of Coding Education for PMG.

She received her undergraduate degree from Harvard University and her medical degree and residency training in family practice from the University of Oklahoma in Tulsa.  She is a Diplomate of the American Board of Family Practice and is a certified Green Belt in process improvement.
 

Thomas Roberts, MD

Dr. Roberts received his medical degree from Emory University School of Medicine in Atlanta, Georgia. His training includes a residency in Internal Medicine at the University of Alabama-Birmingham and a fellowship in Infectious Diseases at Washington University School of Medicine in St. Louis.  He is board-certified in both Infectious Diseases and Internal Medicine, is a member of the Infectious Diseases Society of America, and practices in Albuquerque with Infectious Diseases and Internal Medicine Associates.  

He is past president of the Presbyterian Central New Mexico Medical Staff and past chair of the Medical Executive Committee.  He directs the Antibiotic Stewardship program and serves on multiple other hospital committees.

He also is a delegate of the House of Representatives for the New Mexico Medical Society and is a past president of the Greater Albuquerque Medical Association.  Dr. Roberts chairs the PHS Board Quality Committee.
 

M. Ries Robinson, MDReis Robinson, PHS Board Member 2012-

Dr. Ries Robinson initiated research into noninvasive blood chemistry monitoring in collaboration with the University of New Mexico School of Medicine and Sandia National Laboratories in 1988.  He has co-authored in excess of 30 United States patents and has authored several peer-reviewed technical articles, received the Distinguished Achievement Award from the New Mexico Inventor of the Year Program in 1992, and was named the New Mexico Inventor of the Year in 1994. 

Dr. Robinson completed a post-doctoral research fellowship with a joint research appointment at Sandia National Laboratories and the University of New Mexico School of Medicine.  He currently serves as the Chief Operating Officer and director of VeraLight, Inc., the Chairman of the Board for InLight Solutions, Inc. and as a director for Lumidigm.

He holds a medical degree from the University New Mexico School of Medicine and master's and bachelor's of Science degrees in Mechanical Engineering from Stanford University.

Sandra Taylor-Sawyer, Ed.D, PhD

Sandra Taylor-Sawyer, Ed.D, PhD is currently the Director of Clovis Community College-Small Business Development Center. She is responsible for the management of all programs and services to provide individual advising and to assist clients and organizations with business development. In her role as Director, Dr. Taylor-Sawyer also works with local, regional, state and national organizations on programs related to the creation and expansion of the local economic business base.

She is a native New Mexican from Clovis who received both her bachelor's degree and master's degree in Business Administration from Eastern New Mexico University. She went on to earn a doctorate of education in Community College Leadership from New Mexico State University.  Ms. Taylor-Sawyer chairs the PHS Board Governance Committee.

Jennifer ThomasJennifer Thomas

Jennifer Thomas is Chairman and CEO of Bank of Albuquerque.  She joined Bank of Albuquerque in 2003 and was promoted to President in April 2008.  Prior to becoming president, she was Executive Vice President and market executive for Bank of Albuquerque’s Wealth Management Group.

Ms. Thomas has more than 25 years of banking experience.  Her extensive background includes experience in commercial and real estate lending, credit administration and trust management.
She is a graduate of Texas Tech University and the Oklahoma Graduate School of Banking and received her master’s degree in business administration from West Texas A&M. 

She is a member of the board of directors for Greater Albuquerque Chamber of Commerce, Albuquerque Economic Development, Economic Forum, Albuquerque Community Foundation and United Way of Central New Mexico.  She is also a member of the Kirtland Partnership Committee.   Ms. Thomas was chair of the 2010 Samaritan Counseling Center’s Ethics in Business Awards and was a past board member of CNM Foundation and advisory committee chair for the Center for Non-Profit Excellence.

She is a graduate of Leadership Albuquerque and Leadership New Mexico and is a past member of the Rotary Club of Albuquerque.  Ms. Thomas was the recipient of the 2001 YWCA Women on the Move award, was honored by the New Mexico Business Weekly as a Woman of Influence, was recognized as a Top Performing CEO in 2010 and is an alumnus of the New Mexico Power Brokers.
