Presbyterian Healthcare Services Board of Directors
Consistent with our nonprofit, community-based mission, Presbyterian is accountable to a Board of Directors comprised of volunteers from a variety of New Mexico communities.
The Presbyterian Healthcare Services Board of Directors is charged with the oversight of the state's largest healthcare organization comprised of financing, physician, hospital and ambulatory healthcare services.
The Board assumes the fiduciary role for the organization and delegates the day to day management to a leadership team comprised of a Chief Executive Officer, subordinate officers, and other managers.
He has served on the PHS Board since 1987 and has held the position of chair since 1993 and also serves on the Board of the Presbyterian Health Plan. Mr. Stroup is past president of the Albuquerque Homebuilders Association and past executive committee member for the Albuquerque Chamber of Commerce. He has a bachelor's degree in Civil Engineering from the University of Illinois. |

His engineering firm provides professional services in civil engineering, water resources engineering, and municipal architecture. Throughout the company's more than 40-year history, Molzen-Corbin & Associates has been the premier engineering firm in designing municipal infrastructure for communities throughout the State of New Mexico. Mr. Archuleta is well-known not only for his technical engineering expertise, but also for his strong leadership and vision. He is a Registered Professional Engineer, having received both his bachelor's degree in Civil Engineering and his master's degree in Civil (Environmental) Engineering from New Mexico State University. |
Brian Burnett
He holds leadership roles in a variety of organizations and community service groups including Greater Albuquerque Chamber of Commerce, Economic Forum and the National Association of Industrial and Office Properties. |
Chuck Eldred, MBA Chuck Eldred is Executive Vice President and Chief Financial Officer of PNM Resources and holds leadership roles in a variety of organizations and community service groups. Currently, he serves as a board member for ACCION New Mexico/Colorado/Arizona, ACCION He received his master’s of business administration from Mercer University and his bachelor’s degree in business from the University of Georgia. |
Vickie Fisher
Previously, Ms. Fisher held executive positions in a legal firm and a national insurance company. Other positions included Bernalillo County Manager and Cabinet Secretary for the New Mexico Taxation and Revenue Department. Ms. Fisher received a bachelor's degree in Business Administration from California State University and is a Certified Public Accountant. She recently assumed the role of Chair of the PHS Board Compliance and Audit Committee. |
Joyce Godwin
She currently serves on a number of national and international corporate, faith-based, and non-profit boards. Previously, she served as Chair of the Greater Albuquerque Chamber of Commerce, Chair of the United Way Campaign, and was the founding Chair of Quality New Mexico. Ms. Godwin and her physician husband have volunteered their time and expertise with the poor and needy in many countries throughout the world. She has a bachelor's degree from Florida State University and a master's degree from George Washington University. Ms. Godwin is the Chair of the PHS Board Governance Committee. |
His most recent leadership accomplishments include chairmanships and board roles of the TriCore Reference Laboratories, Albuquerque Economic Development, Albuquerque Economic Forum, United Way of Central New Mexico, New Mexico First, Association of Commerce & Industry, and Acción New Mexico. Mr. Hinton is past chair of the Greater Albuquerque Chamber of Commerce and served on their board of directors for more than ten years. He also serves on the Boards of Premier, Inc. and Healthcare Institute. Mr. Hinton has served as chair of the Governor’s task force for health care reform and served on the Insure New Mexico Council. |
George Isham, MD, MS
He is a founding board member of the Institute for Clinical Systems Improvement, past board member of the American's Health Insurance Plans, and currently serves on the board of the Alliance of Community Health Plans. In 2003, Dr. Isham was appointed as a Lifetime National Associate of the National Academies of Science in recognition of his contributions to the work of the Institute of Medicine. Dr. Isham received his bachelor's degree in Zoology, master's degree in Preventive Medicine/Administrative Medicine from the University of Wisconsin Madison and his medicine degree from the University of Illinois. He completed his internship and residence in Internal Medicine at the University of Wisconsin Hospital and Clinics in Madison, Wisconsin. |

Elaine Papafrangos, MD
Currently, Dr. Papafrangos is the chair of the Presbyterian Medical Group’s Executive Council, is an active member of the Presbyterian Central New Mexico Board of Trustees and serves on the Quality Committee of the PHS Board of Directors. She is the medical director of Coding Education for Presbyterian Medical Group, and recently retired from the Compliance and Audit Committee of the PHS Board of Directors after serving for six years. Dr. Papafrangos received her undergraduate degree from Harvard University and her medical degree from the University of Oklahoma in Tulsa, OK and also achieved her residency training in Family Practice from the University of Oklahoma-Tulsa. |
Thomas Roberts, MD
Dr. Roberts received his medical degree from Emory University School of Medicine in Atlanta, GA. His training includes a residency in Internal Medicine at the University of Alabama-Birmingham and a fellowship in Infectious Diseases at Washington University School of Medicine in St. Louis. He is board-certified in both Infectious Diseases and Internal Medicine, is a member of the Infectious Diseases Society of America, and practices in Albuquerque with Infectious Diseases and Internal Medicine Associates. He is past president of the Presbyterian CNM Medical Staff and past chair of the Medical Executive Committee. He directs the Antibiotic Stewardship program and serves on multiple other hospital committees. He also is a delegate of the House of Representatives for the New Mexico Medical Society and is a past president of the Greater Albuquerque Medical Association. |
Sandra Taylor-Sawyer, Ed.D
Taylor-Sawyer is a native New Mexican from Clovis who received her bachelor's degree in business administration and master's degree in business administration from Eastern New Mexico University. She went on to earn a Doctorate of Education in Community College Leadership from New Mexico State University. |
Kathie Winograd, PhD Kathie Winograd is President of Central New Mexico Community College (CNM). She previously served as CNM’s vice president for planning and budget and has been with the organization for more than 10 years. Dr. Winograd holds voluntary and charitable leadership positions for United Way of Central New Mexico, the Greater Albuquerque Chamber of Commerce, Quality New Mexico, University of New Mexico Alumni Association and the Presidents Task Team for Continuous Quality. She earned her doctorate in education from the University of New Mexico, her master’s of science from the University of Louisville in Louisville, KY and her bachelor’s degree in science from Georgetown College in Georgetown, KY. |

Brian Burnett, president of Bohannan Huston, graduated from the University of New Mexico with a BS in Civil Engineering and an MS in Hydrology and Water Resources. 


Jim Hinton has been with Presbyterian for 25 years and has the distinction of being New Mexico’s longest tenured healthcare CEO. As President and CEO of Presbyterian Healthcare Services since July of 1995, Mr. Hinton has been recognized both locally and nationally for his exceptional leadership.
Dr. Isham, is Chief Health Officer and Plan Medical Director for HealthPartners in Minneapolis, Minnesota.
Sarah Kotchian, is the owner of a consulting business in environmental and public health systems and services. She retired in 2007 from the University of New Mexico School of Medicine, where she served as the Associate Director for Planning for the UNM Institute for Public Health.
Dr. Papafrangos has been a practicing family physician in Albuquerque since 1990. She has been the lead physician at the Presbyterian Medical Group (PMG) clinic located at 3901 Atrisco and an experienced leader in PMG since 2001.
